NMRDA 11 प्रस्तावों पर जल्द निर्णय
नागपुर : नागपुर महानगर क्षेत्र विकास प्राधिकरण क्षेत्र के तहत अनुमोदित विकास योजना के अनुसार, पहला हस्तांतरणीय विकास अधिकार प्रमाणपत्र मेट्रोपॉलिटन कमिश्नर शीतल तेली उगले द्वारा विकास नियंत्रण और प्रोत्साहन नियमों के अनुसार वितरित किया गया. एनएमआरडीए को अब तक कुल 28 प्रस्ताव मिले हैं. इनमें से 20 प्रस्ताव सुविधा भूखंडों के लिए और 8 प्रस्ताव आरक्षण के लिए हैं.
2 प्रस्तावों को हस्तांतरणीय विकास हक (टीडीआर) प्रमाणपत्र बनाकर लाभार्थियों को दे दिया गया है जबकि 11 प्रस्ताव विचाराधीन है और जल्द ही उन्हें भी प्रमाणपत्र प्रदान कर दिया जायेगा. अनुमोदित विकास नियंत्रण और संवर्धन’ विनियम निर्माण के दौरान भूखंड के क्षेत्र में 0.40 से 1.15 गुना तक की सीमा तक हस्तांतरणीय विकास अधिकारों द्वारा प्राप्त स्वीकार्य कालीन क्षेत्र सूचकांक के लिए प्रदान करते हैं. इसलिए, नागरिकों से अपने सार्वजनिक उद्देश्य के तहत आरक्षित भूमि को एनएमआरडीए को हस्तांतरित करने की अपील की जा रही है.
3501 वर्ग किमी बढ़ा महानगर का दायरा
सरकार ने नागपुर महानगर पालिका क्षेत्र के बाहर लगभग 3501.23 वर्ग किलोमीटर के क्षेत्र को नागपुर महानगर घोषित किया है. इस क्षेत्र की योजना के लिए एनएमआरडीए की स्थापना 04 मार्च 2017 को की गई थी. एनएमआरडीए के तहत क्षेत्र को विकसित करने के लिए सरकार ने 05 जनवरी 2018 को विकास योजना और विकास नियंत्रण और संवर्धन नियम को मंजूरी दी, विकास की योजना सड़क के नीचे आरक्षित क्षेत्रों जैसे पार्क, खेल के मैदानों, स्कूलों, अस्पतालो, पुस्तकालयों, सब्जी मंडियों इत्यादि के विकास के लिए प्रस्तावित विकास योजना के साथ-साथ विकास योजना के लिए सड़क के नीचे जगह के लिए प्रस्तावित है. विकास योजनाया विकास नियंत्रण और संवर्धन नियम’ की मंजूरी के बाद 5 वर्षों के भीतर हस्तांतरणीय विकास प्रमाणपत्र के लिए आवेदन करने वालों को अतिरिक्त या प्रोत्साहन हस्तांतरणीय विकास अधिकार देने का प्रावधान है.
स्वीकृत विकास योजना में सार्वजनिक उपयोग के लिए कुल 548 आरक्षण और 12.0 मीटर से 600 मीटर चौड़ी सड़के प्रस्तावित हैइसके अलावा विकास नियंत्रण और संवर्धन नियम के अनुसार, सार्वजनिक भूमिका 10 प्रतिशत क्षेत्र हेक्टेयर से अधिक क्षेत्र में प्रस्तावित है, एनएमआरडीए ने विकास योजना में उपरोक्त सार्वजनिक उद्देश्य के लिए प्रस्तावित भूमि विकास नियंत्रण और संवर्धन नियमों में हस्तांतरणीय विकास अधिकारों के प्रावधानों के अनुसार भूमि अधिगहण की प्रक्रिया शुरू की है.
